Philosophy
Since
the needs of our children change without notice, we feel the philosophy
"everything is written in the sand on a windy day" is quite
fitting. Because charter schools are not governed by the same administrative
regulations as a school managed by a traditional school district, daily
events can be altered to meet the needs of the children without the associated
"red tape." The
Law
In 1991, Minnesota
became the first state in the nation to authorize charter schools. Minnesota
charter school law (M.S. 124D.10-11) is widely considered to be one of
the strongest in the nation; this law is continually updated in order
to ensure the financial and educational viability of the charter concept.
The first charter school in the United States, City Academy, opened in
St. Paul, Minnesota in 1992. The
Opportunity
~There are
about 90 Charter Schools operating in Minnesota, providing educational
opportunities for over 14,000 children. Nationwide, over 2,400 schools
operate in 36 states to provide quality education to 580,000 students.
~Nearly 70% of charter schools have waiting lists.
~PACT Charter School in Anoka has a 3-year waiting list; they draw students
from as far as Eagan. The
Funding
~ General
Education Revenue; money follows the student.
~ Building Lease Aid is available for up to 90 percent of approved costs
or $1,200 per pupil unit.
~ Federal Planning and Startup Grant Funds of currently, up to $140,000,
$150,000, and $125,000 are available during each of a charter schools
first three years.
~ Numerous Grants are available for those willing to do the extra work
required. |
